Committee: Constitution and Bylaws Committee

The role of the Fourth Estate's Constitution and Bylaws committee is to review, interpret or initiate appropriate actions on petitions to amend the Organization’s constitution, by-laws and related governance documents.

The Constitution and Bylaws Committee responsibilities include:

  • Review and make recommendations to the Board of Directors concerning desirable changes in the Constitution and By-Laws of the Fourth Estate to ensure that current operations are aligned to mission and objectives and in compliance with applicable law,
  • Review, interpret, and/or initiate appropriate actions on petitions to amend Fourth Estate governing document,
  • Interpret and initiate such action as may seem appropriate to eliminate conflicts in the Constitution and/or bylaws Review proposed amendments to bylaws, standard operating procedures, policies, local chapter or division rules
  • Prepare analyses on various issues and guideline documents.


Membership in the Committee is open to any member of the Fourth Estate, with preference for those who have a background in law or public policy, but is not mandatory. The committee is comprised of 3 to 9 members who shalll be appointed by the Chair of the Board of Directors Board. Constitutional review meetings are held at least once a year and are open to all members.
